Captain Carl Onoway

Captain Onoway is the head investigator/enforcer of the regional Child Protection Agency. While his job is technically the protection of the state’s most important resource, children, he rarely if ever interacts with them. His job includes preventative activities that ensure adult citizens who might want to tamper with that resource, cannot.   Administering high doses of the memory blocking drug “MemRelief ” is his most common method of restoring compliance to threatening individuals. The memory blocking drug allows the enforcers to “rehabilitate” individuals without removing their productivity from society. Carl himself makes use of low doses of memory blocking drugs to cope with stress and, after a traumatic incident, is prescribed to a temporary high dose to help remove the more persistent memory.
