Captain Tom Reynolds

Tom Reynolds was a Captian investigator/enforcer of the regional Child Protection Agency and partner to Carl Onoway. Tom turned roag and was shot dead after refusing treatment during an atempt to flee the state with his wife and several ubducted children.
